Summary:A method and apparatus for enabling a moving picture mail server to transmit moving picture mail to a mobile terminal. When the moving picture mail has arrived, the moving picture mail server notifies the mobile terminal that the moving picture mail has arrived. When the mobile terminal requests that the moving picture mail be transmitted, the moving picture mail is transmitted at a preset transmission rate. Buffering information of the moving picture mail fed from the mobile terminal is checked, and a new transmission rate is set according to a change of the buffering information. The moving picture mail is edited according to the newly set transmission rate, and a transmission operation is performed.
