Summary: | The negotiations conducted over 2000 — 2002 concerning the EU enlargement mean taking over the obligations involved in 29 chapters, priority being given to Chapter 7— „Agriculture" and other indirectly related 8 chapters. The agricultural chapter was opened in 2001, and discussions about contents and correction of the negotiation claims escalated with a precondition for concluding them in December 2002. In the final phase (October 2002), the Slovak agriculture has made progress in the transposition and implementation conditions of the acquis particularly in the veterinary and phytosanitary questions of food safety. The negotiations showed an increase in agriculture share in total added value (4 %), an agro—employment decrease (4.9%), and improving Slovak trade in agroproducts with the EU (export increased to 49% and import by 8 %) and agro—trade liberalisation. Also, new institutions have been established such as SAPARD Agency, Intervention Agricultural Agency, and Payment Agency. The Slovak agriculture reaches a 40-70% average of the EU intensity. Production, trade and consumption strategies follow up with EU parameters. The negotiation requirements for production, area and trade quotas and financial policy are being concluded. |
