Summary:[Sergey Lavrov] pointed out the importance of the two Arctic-related events being held in 2011 by Russia - an international conference involving high representatives of the Arctic states during the Northern Sea Route voyage on the nuclear-powered icebreaker Yamal, to be organized under Russian Security Council auspices, and the Second International Arctic Forum 'The Arctic: Territory of Dialogue' to be organized by the Russian Geographical Society. The ministers are to consider and endorse the draft documents and decisions to be submitted to the SCO summit in Astana. A key document of the summit will be the SCO Tenth Anniversary Declaration. It will give estimates of the work of the first ten years of its existence and reflect the SCO's approaches to pressing international problems and the situation in the SCO area. On May 16, Foreign Minister Sergey Lavrov will chair the 17th Council of Heads of Subjects Meeting to be held in Moscow to discuss the task of strengthening Russia's position in the Asia-Pacific region and drawing the Russian Far East and Siberia into the regional integration processes there, taking into account Russia's upcoming APEC presidency in 2012. The meeting will also consider a working group report on implementation of regional compatriot support programmes and the State Programme to assist the voluntary resettlement to the Russian Federation of compatriots living abroad.
