Summary:The "National Defence Law" adopted by the National People's Congress Standing Committee on 26 February this year authorized immense power to the "National Defence Commission," which could "acquisition private property and also fully command the People's Liberation Army" when "state sovereignty, reunification, and territorial integrity and security" are subject to threat. Thanks to the "Defence Mobilization Law," there will be two supreme military leaders in China. When "state sovereignty, reunification, and territorial integrity and security" are not under threat, the CMC chairman will be the highest military leader. Otherwise, the premier will be the highest military leader.
