Stage I-B follows, then stage II and lastly stage III. One of the reasons Villarreal thinks older students aren't passing exams is because, unlike third through sixth graders, secondary level students aren't allowed to take the exam in Spanish. "It's very difficult for teachers because they have to teach (all required subjects), decide what language to teach in and prepare them for the test," Villarreal said. "Also, not all teachers are certified to teach bilingual students." |
