House Majority Leader John Boehner, briefing reporters, said the House GOP agenda for September would focus "first and foremost" on security, including efforts to authorize the administration's anti- terrorist wiretapping program, authorize military tribunals, to pass defense policy and spending bills and provide more money for fences, agents and other enforcement along the border. "The Defeat-o-crats want to bring the troops home, want to put their tail between their legs and what message does that send to terrorists all over the world? It will do nothing but embolden the terrorists. It will do nothing but embolden Iraq," Boehner said.
