HR 1889 states: "The Kalikasang Dalisay para sa Mamamayan ng Plaridel, filed a petition in protest of the establishment of the steel-rolling plant, alleging anomalies in the company's application for conversion and in protest over the conversion order issued by DAR adding that the National Irrigation Administration maintains a main irrigation system with tax declarations from the same agency classifying the area as 'agricultural' and 'rice-land irrigated', making it 'non-negotiable' for conversion."
