Summary: | As the new decade begins, the ongoing dramatic changes in political-economic attitudes and institutions captured by the term "perestroika" also fit the telecommunications world. Perhaps one of the best recent examples of this evolution is represented by a document that sets forth the draft elements for a new General Agreement on Tariffs and Trade "multilateral framework for services provided through telecommunications." The document specifies the framework's concepts, scope, principles and rules, coverage and application, and special considerations for developing countries. The 1990s will be marked by multiple overlapping frameworks and institutional activities at global, regional, and national levels. The International Telecommunications Union (ITU) in 1990 will continue to be subject to the same enormous pressures to adapt as the entire industry; its basic functions will remain - encouraging global consensus, fostering the open exchange of information, facilitating network development, and leading toward a global networked environment. |
