Summary:SINGAPORE - Trade ministers inched their way toward an agreement on free trade in information technologies here yesterday in intensive and at times acrimonious negotiations that continued late into the night. By the end of the week, Canada, the United States, the European Union and Japan hope to have an agreement that will eliminate tariffs on computers, semiconductors, telecommunications, software and other technologies. Under World Trade Organization rules, once an agreement is reached, all the other members of the WTO will be entitled to have tariff-free access to the markets of the countries signing the agreement without having to offer tariff-free access to their own markets.
