Summary:MILWAUKEE (AP-Reuter-CP) - Canada, the United States and Britain yesterday urged their citizens to leave Iraq as U.S. President Bill Clinton gave the go-ahead for military and economic retribution against the Arab country for moving into Kurdish-controlled areas yesterday. The White House also angrily dismissed Iraqi, Turkish and U.N. reports that Iraqi President Saddam Hussein had withdrawn his forces from Irbil, the city abouve the 36th parallel which was turned into a ``safe haven'' after the 1991 Persian Gulf war. Baghdad's new goal, senior U.S. officials said, appeared to be to capture the headquarters of the Patriotic Union of Kurdistan, the Kurdish group that controlled Irbil and other key areas until Iraq invaded Saturday.
