Powell said he hopes to use the time to "resettle" his family from his government-issue mansion at Fort Myer in Arlington. It was not clear, however, why Powell could not wait until after his term expires to move his household. Such disagreements had prompted speculation that Powell would resign rather than carry out policies he does not support. Some newspaper editorials, moreover, have suggested in recent days that Powell's resistance has bordered on insubordination.
