Summary:Defenders of Indonesia's annexation of East Timor in 1976 brought their public-relations campaign to Montreal yesterday, trying to improve an image damaged by persistent reports of torture, arbitrary detention and genocide in the former Portuguese colony. The centrepiece of the effort was a speech at the Queen Elizabeth Hotel by Francisco Lopes da Cruz, an East Timor-born roving ambassador for the military regime of General Suharto.
