Bouw-Spies said the survey had been drawn up the after "behaviour of participants in the Parade at the Pink Loerie Festival attracted negative publicity" and was designed to "gauge public opinion" about the festival. The survey, which was made available on the Knysna Municipality's website, consisted of nine questions. Respondents were obliged to provide all of their personal details.
