A Swiss Government spokesman, Achille Casanova, said at a news conference in Bern that the Justice Department, in a preliminary notification, said it would request help ''in tracing payments through Swiss accounts,'' as well as ''preventive measures'' by Switzerland to avoid the loss of bank records relating to the payments. Finance Minister Stich, responding to questioning in Parliament, said, ''Bank secrecy is not absolute.''
