Summary:Visiting the scene of Monday's water main rupture at Quincy and Wells Streets, Mayor Richard Daley told reporters that the incident underscores the importance of the $520 million bond issue he included in this year's city budget to fund an overhaul of the system. Daley said the city's 4,200 miles of water mains and 4,300 miles of sewers can't be guaranteed safe from similar accidents. But he said that, without the program -- which will replace 50 miles of water mains and 15 miles of sewer annually for five years -- the city would be asking for trouble.
