"I'm so appalled, I've never seen anything so abysmal," said Ann Liu, 55, an insurance agent who lives with her husband in Berwyn Heights. Her entire block of ramblers and Cape Cods has been without power since Isabel struck. "The worst part is the strain of not knowing when power will come back. You can't call Pepco and ask, 'What is your plan?' This business of 'we can't tell you anything' is inexcusable." Diane Svenonius, 62, a manager for the Labor Department, said dozens of people on Silver Spring and Thayer avenues in Silver Spring were without power. But an apartment building on nearby Sligo Avenue never went dark.
