La Plata Town Council members Thomas Fritz and R. Wayne Winkler are running without opposition, as are Leonardtown Mayor J. Harry "Chip" Norris and town commissioners Walter Wise and Ruth W. Proffitt. The interest in Indian Head stems from the town's difficulties in the past decade, said [Everett T. Lyles], 59, a retired Defense Department employee who moved to Indian Head three years ago. A major upscale development just outside the town limits, Chapman's Landing, was blocked by environmentalists, and the land eventually was purchased by the state. The administration of Gov. Parris N. Glendening made the land a state park and nature preserve last year, infuriating Indian Head officials who said that outcome prevented the town from growing.
