Summary:  We cannot continue to permit the administration to push implementation of this program ahead of its own capacity to make the required documents widely available. That would not only create chaos in our border communities, but it also could bring legitimate travel to a grinding halt. Last week, Congress voted to delay further implementation until June 2009, sending the administration a strong signal to proceed more deliberately. I support this measure. I also intend to introduce legislation to prohibit implementation of the land and sea rules until the required travel documents have been available for at least six months.
