Officials from the Federal Emergency Management Agency were to visit Westernport today to determine whether the area is eligible for federal assistance, said a spokesman for Gov. Parris N. Glendening. At Baltimore's Inner Harbor, three contracting crews were cleaning up a diesel fuel spill yesterday that occurred about 4 p.m. Friday. A Liberian merchant ship attempting to dock at the South Locust Point Pier bumped into a pier, causing a football-size hole in the ship's hull. Besides minor flooding of some roads in areas of Baltimore, [Carroll] and Anne Arundel counties yesterday, the storm damaged some homes and marinas along Maryland waterways. Anderson.
