Summary:[Jamil Mahuad] could not be reached yesterday about charges that he committed unconstitutional and corrupt acts during Ecuador's 1999 banking crisis. That crisis, and his decisions, were part of the subject matter of a study group for undergraduates that Mahuad led while a fellow at the school's Institute of Politics. In addition to ordering Mahuad's arrest, Galo Pico Mantilla, head of Ecuador's supreme court, ordered electoral and anticorruption officials to provide details of contributions to Mahuad's 1998 presidential campaign. According to El Comercio, Ecuador's leading newspaper, the focus of interest is a $3 million contribution from Fernando Aspiazu Seminario, former president of Banco del Progresso.
