Summary: | Minnesota, which traditionally has had lower homeowner taxes than Wisconsin, recently enacted a 75-cent per pack increase on cigarettes and doubled a 35 percent excise tax on cigars, pipes and snuff. In Wisconsin, the idea of increasing cigarette taxes by $1 per pack came from a bipartisan group of back bench legislators. In the Assembly, they included J.A. "Doc" Hines, R-Oxford; Curt Gielow, R- Mequon; and Sheldon Wasserman, D-Milwaukee. In the Senate, Carol Roessler, R-Oshkosh, and Robert Jauch, D-Poplar, took the lead. At the start of 2005, Wisconsin's 77-cent per pack tax was the 25th highest among the 50 states, according to the Federation of Tax Adminstrators. |
