Fitchburg Mayor Tom Clauder remained skeptical, saying management knew from the beginning that they were renting to tenants who speak only Spanish or very little English. "I would think they should have someone on staff that could communicate with these people," Clauder said. At that meeting, tenants' complaints were outlined and concerns were addressed about the deterioration of the Ridgewood facility, and Clauder set an April 15 deadline for management to draft a plan to improve conditions at Ridgewood. Management also agreed to sponsor monthly meetings with Clauder and city staff members for progress updates.
