Summary: | Thereis no room in Dane County's present emergency shelter system for even a fraction of the homeless families expected to fail the welfare reform requirements of Pay for Performance or Wisconsin Works. Dane County government estimates that 3.5 percent of the people on AFDC (270 people including 200 children) will be "sanctioned" out of the welfare program each month. I urge Dane County government, the city of Madison and the Dane County Office of Emergency Government to develop an emergency plan to provide homeless people with food and shelter during the coming cold months, just as they would assist homeless people if a tornado struck town. This opinion that there is a serious human crisis developing in Dane County is shared by local shelter providers. It is based on information from a just-completed survey of Dane County providers of shelter, food and medical assistance to very poor people. |
