Summary: | For the 2003-04 fiscal year, which ended June 30, 2004, the state provided $440,000 to the ICA. For the current budget year, another $585,000 will have been spent, according to [Ed Rendell]'s office. And for the fiscal year starting July 1, the ICA has asked for an additional $1.2 million. The ICA is suing the city and the Act 47 team in an effort to invalidate the city's new contract with the firefighters union. The contract's five-year term is too long and prevents layoffs, ICA officials have said. Some of the money spent by the Act 47 team was to defend itself against the ICA lawsuit, which has upset some legislators. Elimination of the ICA in favor of the Act 47 recovery team would represent a shift in the balance of power. Four of the five ICA board members are appointees of legislative leaders, while the Act 47 team reports to Rendell's administration. |
