Summary:Republican state Rep. Bill McGibbon is the undeniable leader of legislative efforts to change the municipal incorporation law. McGibbon is running against fellow incumbent Lou-Ann Preble and challenger Jonathon Paton for the two state representative seats in District 9. McGibbon's 1997 incorporation law took away the right of an existing city to veto the creation of a new city within six miles of its border. It led to the creation of Casas Adobes and Tortolita, which now must be dissolved because of the Supreme Court ruling.
