Summary:In reply to Soviet charges that the United States had committed aggression, Mr. Lodge said the Soviet Government, ''well known for its expansionist proclivities and armed to the teeth, has repeatedly used force in its relations with other sovereign states.'' He defended what he called ''one single harmless observation flight'' and caused a furor when he produced in the Security Council a wooden plaque with the Great Seal of the United States.
