Summary:Last month, we hosted a Capitol town hall meeting on HJR 53. Parents, school board members, mayors, teachers and public safety personnel shared their frustrations with the current double majority requirement. Their accounts of volunteers who sacrificed quality family time to repair crumbling school buildings, build a community library or purchase new fire or police equipment clearly made the case that it's time to change this outdated rule. As the 2003-05 budget process moves slowly forward, HJR 53 is also a clear action the Legislature can take to assist our schools, police, firefighters and other local officials in effectively doing their jobs without spending a penny from the general fund. HJR 53 has earned the support of a large, bipartisan group of legislators and of local governments. State Reps. Dave Hunt, D-Milwaukie, and Pat Farr, R-Eugene, are the chief sponsors of HJR 53.
