Summary: | Now for the math. In the six years before the beginning of the South Texas closure, [Kemp]'s ridleys left a total of 60 nests on Texas beaches. During those years, the primary sea turtle management tool was the Turtle Excluder Device (TED) placed on shrimp trawls by federal mandate to allow sea turtles to escape drowning. At present, shrimp fishermen from the entire Gulf of Mexico rush into Texas waters in the middle of July when the federal/state closure ends. Only the honor system and overworked law enforcement agencies protect Kemp's ridleys from shrimp fishermen who disable their Turtle Excluder Devices by tying the escape hatch closed. |
