But last Tuesday, Preston enjoyed a new experience: He testified before a subcommittee of the U.S. Congress, where he spoke of the transportation needs of Pennsylvania and other states. "I don't see us passing anything like" the required drug legislation, Preston said. "It's too restrictive." Several state legislatures have already adjourned for the year, said Preston, and Pennsylvania's task is complicated by its diversity: It will take more than six months to compile a transportation plan that satisfies the state's urban, suburban and rural needs, Preston added. |
