Audley] may or may not be aware that in any land developer, even if that developer is simply Ma and Pa creating a lot for their offspring, is required in a case of any suspicion of hazard to pay for a Geotechnical Study of the area in question. Any concerns for public safety or public interest that were brought forward by the study would require that the "developer" be restricted as to development until the recommendations of this study has been met. The City of Nelson functions as a Corporation with the citizens being the "shareholders."
