Summary: | If we took the heavy rail portion of MARTA and included it in a new state authority along with the streetcar, Beltline and proposed commuter rail system, similar maintenance and operational problems would be handled by one entity. Then each county, with or without the Georgia Regional Transportation Authority's help, would be responsible for organizing and operating their own local and express bus systems to serve their residents' needs. A uniform system of tax subsidies and fare sharing for transfers could be negotiated to allow all county systems to support the new rail authority instead of binding it to just two county governments, as it is now. The other advantage this solution offers is that under an independent state authority, metro Atlanta's heavy rail and streetcar operations finally would be able to expand into Cobb, Clayton, Gwinnett, Henry and any other counties where population densities make streetcar or rail operations practical. What is the difference between Anett Maldonado and Elian Gonzales ("Bouncing baby," Page One, Dec. 14)? Only that Anett had the misfortune of being born in Guatemala. Had she been Cuban, the chorus of those demanding that she be granted citizenship would have been overwhelming, just as it was for Elian. |
