Summary:  In New Mexico, the State Treasurer is accountable only to the electorate, with limited review of performance by the State Board of Finance. Though chaired by the governor and supported by the Attorney General's office, the Board of Finance has no enforcement authority over the State Treasurer. Efforts by the board and its staff to advise the State Treasurer of concerns over the propriety of investment practices have been treated with contempt by recent State Treasurers. Create a commission consisting of representatives from the offices of the State Treasurer and governor, as well as the Legislature, to examine every avenue of reform -- including abolition of the elective office of State Treasurer. Charter the group to come up with recommendations in * Present a recommendation and a plan to the governor, State Treasurer and Legislature -- and the people of New Mexico for reforming not just the office of State Treasurer, but setting out how all of the state's investments and financial assets should be managed and disbursed in a manner that is open, accountable, efficient and effective.
