Legal and clerical expenses for the city's Home Rule Commission, which prepared a draft of the charter early this year, amounted to more than $50,000. Had it been adopted, the proposed charter would have given Santa Fe freedom from state oversight to establish its own policies on purchases and investments. Many supporters of the home rule process criticized the City Council for its vote this summer that removed provisions allowing initiatives and referendums -- mechanisms that would have let voters bring up some measures on their own and to countermand certain council decisions. In City Council District 1, the vote was 247 in favor of adopting the charter and 825 opposed. In District 2, it was 269 in favor and 813 opposed. In District 3 the vote was 110 in favor and 515 opposed. In District 4 the vote was 128 in favor and 559 opposed.
