The temporary pounds 1.99-a-month supplement put forward by the Gavyn Davies panel was branded a "digital poll tax" by commercial television companies, who claim it will dissuade new digital customers. Headed by economist Mr Gavyn Davies, the panel was appointed by the Government to solve the knotty problem of "enhancing" BBC funding to provide digital services.
