Summary:Sir, - The bird watchers, the lovers of great empty spaces, the guardians of the howling banshee, the baboon and the cuckoo, may be exulting over the decision by the Clinton administration to kill the $280 million VOA relay station for the Arava, but it's bad news for the hundreds of Israelis (many of them new olim) and their families who would have been employed on that project. It is clear that in a choice between birds and men, the society for the Protection of Nature in Israel is strictly for the birds.
