But it fell short of instructing the reader in just how inadequate the system is. Sir, - How can Yehezkel Dror state that Israel's political system is "fully democratic" when we have no constitution and no official arrangements for petitions, referendums, initiatives, recall, and impeachment? Sir, - Yehezkel Dror says of Israel's political system that "while being fully democratic, it fails to 'deliver the goods.' This is obvious with respect to the Palestinian issue, where clear-cut and radical decisions... are essential but impossible to make because of lack of an adequate concentration of democratic power."
