Summary:President Moshe Katsav said last night at the annual Shaare Zedek Hospital benefit dinner that Palestinian Authority Chairman Yasser Arafat's latest maneuvers, compounded by continuing violations of understandings signed with Israel throughout the peace process, have made a fool of Prime Minister Ehud Barak. Katsav said he is "not sure the Palestinians have any real intentions of making peace with Israel." Foreign Minister Igor Ivanov spent several days in the Middle East in a bid to end the unrest and revive Russia's flagging global clout. But despite his efforts, Russia was left out of an emergency summit in Egypt last week. The area around Lotem, in the Misgav region, was one of the centers of disturbances during riots by Israeli Arabs earlier this month. In one incident, hundreds of rioters, some armed with petrol bombs, tried to break through a handful of police and local residents, apparently with the intention of torching factories in the Misgav industrial zone.
