Summary: | At a Jan. 15 meeting with Mr. [Colin Powell], Jakob Kellenberger, president of the ICRC, cited Baghdad's Abu Ghraib prison while discussing mistreatment of prisoners in Iraq, these people said. Disclosure of the meeting suggests high-ranking U.S. administration officials received high-level warnings of broad abuse early this year. Also on Jan. 15, Mr. Kellenberger met separately with National Security Adviser Condoleezza Rice but didn't raise the Iraqi prisoner issue, said people familiar with the situation. He met briefly the next day with Deputy Defense Secretary Paul Wolfowitz to discuss prisoners at Guantanamo Bay, Cuba, and the Iraqi issue came up, but no specific allegations of abuse or mistreatment at Abu Ghraib were discussed, Mr. Wolfowitz's spokesman said in a statement Monday. |
