Summary:WASHINGTON The Senate decided 56-44 yesterday to let House prosecutors question three witnesses, but sent an unmistakable message: The votes to convict President Clinton are not there. On identical votes, the Senate killed a Democratic motion to dismiss the case and gave the House impeachment managers a green light to grill Monica Lewinsky, Clinton confidant Vernon Jordan and White House aide Sidney Blumenthal. Only one Democrat Wisconsin's Sen. Russ Feingold joined the 55 Republicans to keep the trial going. Forty-four Democrats including a handful of others who once were seen as "wild cards" voted to pull the plug.
