Summary:Assembly Speaker Sheldon Silver vowed yesterday to close a legal loophole that allows druglords to get early release from New York prisons as part of a cost-cutting measure instituted by the Pataki administration. "I plan to introduce legislation to make sure that major drug dealers and cartel heads cannot take advantage of this law," Silver said. "I will get quick passage of a bill that will cut off major drug dealers from being let out with a get-out-of-jail-free card (and) . . . in effect be given a ticket home to continue their drug business." The Daily News revealed yesterday that four top drug traffickers had been released on parole before serving their minimum sentences and deported to full freedom in their native lands as part of a program implemented by Gov. Pataki in 1995.
