The fast-moving events followed a Daily News front-page exclusive yesterday detailing Anderson's wrenching decision to close the high- achieving school's yard during recess - and before and after classes - following three days of shootings. Still, Capt. Robert Brower of the 81st Precinct said that beginning today he will assign officers to patrol the perimeter of PS 21 regularly during recess so the kids can play safely outside.
