Summary:Inside City Hall, hero Officer Richard Burt - familiar to government staffers as the uniformed cop who normally mans the security booths - had opened fire on suspect Othniel Askew, and the man was no longer a threat. City Councilman James Davis (D- Brooklyn) was already dying, shot in the chest. At 2:40 p.m., while Davis and Askew were being wheeled out of City Hall on stretchers, cops from the canine unit used more than a half-dozen police dogs to search the building, as Emergency Service Unit cops in full riot gear took positions on nearby rooftops armed with rifles. CNN DENNIS CLARK LOCKDOWN Police quickly closed off traffic on inbound side of Brooklyn Bridge and checked cars leaving Manhattan after shots were fired at City Hall about 2 p.m. Aerial view (below) shows traffic nightmare after NYPD set up checkpoint.
