The Advisory Board, which had earlier won a ruling from [William G. Young] that overspending by Locke and the MBTA Board of Directors was illegal, immediatelywent back to court challenging King's emergency powers and his authority to spend unappropriate funds and assess the board's member municipalities. That was the case Young addressed yesterday.
