Locke said The Advisory Board in effect took the same position taken Thursday by the Legislature, when it ended its special session on the MBTA without acting: No more action on the MBTA until issues now before the courts are resolved. The Advisory Board, which had earlier won a ruling from [William G. Young] that overspending by Locke and the MBTA Board of Directors was illegal, immediatelywent back to court challenging King's emergency powers and his authority to spend unappropriate funds and assess the board's member municipalities. That was the case Young addressed yesterday.
