And in the 15 years that I've lived in Gwinnett County, we have had our share of problems in the sheriff's department, and mostly with the elected sheriffs. I am sure that the rank and file officers of the sheriff's department do their jobs to the utmost, but it always appears that the leadership is letting them down. By law, every county must have a sheriff's office. The Gwinnett sheriff's office has been fully operational since 1819. The Gwinnett police department has been fully operational since 1969. It seems to me that the police department is a duplication of services that originate back to the early 1800s. The sheriff himself is an elected official accountable to the citizens of his county as the top law officer. So I wonder, how did the police come into existence? After doing a little research, I came to the following conclusion.
