"It's because Cicero has a federal civil rights suit lodged against it," said State Sen. Judy Baar Topinka (R., Cicero). "I know the cancellation was because of the civil rights suit. Cicero got yanked." The White House never announced that Reagan would visit Cicero, but Henry Klosak, town president, said that last Thursday Reagan's advance staff gave "a positive go" at a meeting in a Cicero restaurant. "It was absolutely a go," he said.
