Summary:The House of Representatives on Tuesday rejected President Bush's civil rights bill, but Democratic leaders conceded they don't have enough votes to reverse his expected veto of their own proposal. Although a veto override vote is not expected until summer at the earliest, it appears the Democrats have failed to defuse the explosive quota issue that has dogged their civil rights bill. House Speaker Thomas Foley (D-Wash.) said Tuesday the Democrats are not likely to have a "veto-proof" majority when their bill comes up for a vote Wednesday, although the measure is expected to pass easily.
