About 41 percent of the 19 million-acre refuge has been officially designated as wilderness, an area one quarter the size of Illinois. The 1.5 million-acre coastal plain, which contains significant oil resources, is not and never has been wilderness. Mr. Brubaker incorrectly argues that America would receive no benefit from oil production from the refuge. First, America will have access to possibly more than 9 billion barrels of its own oil. That oil will fuel our economy, reduce our oil imports and reduce our payments for foreign oil.
