Summary:Gov. James Thompson served notice on Chicago's mayoral contenders Wednesday that a state income tax increase won't be forthcoming this year without the vigorous support of the next mayor. "The (Illinois) mayor with the most influence in the General Assembly is the mayor of Chicago," Thompson said. "There has to be active, involved and effective-underline effective-participation by the mayor. "Neither I nor the Republican leadership will make the effort unless we have an active, engaged partner in the City of Chicago," Thompson declared in setting forth his preconditions for approval of new revenues as the 86th General Assembly convened in the Capitol.
