Summary:[Thomas J. Downey]'s spokesman, Larry Spinelli, attributed the office's heavy mail volume to the large number of town meetings Downey attended, especially during the Persian Gulf War. For each meeting, Downey sent town residents a notification card, then a followup sheet summarizing the proceedings. The remainder of the mailings were Downey's individual responses to a flood of daily mail, "a reflection of widespread concern over the war and unemployment," Spinelli said. Downey mailed no district-wide newsletters during the six-month period.
