Summary: | [Thomas J. Downey]'s spokesman, Larry Spinelli, attributed the office's heavy mail volume to the large number of town meetings Downey attended, especially during the Persian Gulf War. For each meeting, Downey sent town residents a notification card, then a followup sheet summarizing the proceedings. Downey mailed no district-wide newsletters during the six-month period.
